Child Abusers
DON'T IGNORE THE PROBLEM BECOME PART OF THE SOLUTION
•Approximately 1 in 4 girls are sexually abused by the time they reach the age of 18. For boys, the rate is about 1 in 6.
•Child abusers are usually family members, friends or babysitters. Cases of abuse by a stranger are very rare.
•The highest victimization rate was for children aged 0-3.
What is Child Abuse?
There are primarily three types of child abuse; sexual, physical and neglect:

Sexual abuse occurs when predators use children for sexual gratification or expose them to sexual activities. Sexual abuse includes oral sex and vaginal or anal penetration, but it also includes kissing or fondling or any inappropriate touching, or even exposure to sexual activities.

Child pornography is a form of sexual abuse. Child Pornography is any material depicting a child under the age of 18 years engaging in a prohibited sexual act or in the simulation of a prohibited sexual act. Sexual exploitation of a child involves the creation, dissemination or possession of child pornography. Sexual exploitation includes photographing, videotaping, depicting on a computer or filming child pornography. Dissemination or possession of child pornographic material includes any book, magazine, pamphlet, slide, photograph, film, videotape, computer depiction or other material.

Physical abuse includes deliberate acts of violence that injure or even kill children. Indicators of physical abuse include unexplained bruises, broken bones, or burn marks on a child.

Shaken Baby Syndrome is a type of physical abuse. Shaken Baby Syndrome is caused by the violent shaking of an infant or young child resulting in possible brain damage, paralysis, seizures, loss of hearing, learning disabilities or death.

Neglect cases include physical neglect such as a parent's failure to provide adequate food, clothing or shelter, and emotional neglect where a parent fails to meet a child's basic needs for affection and comfort. Neglect could also reflect a parent's failure to provide medical treatment to a child.

Walter D. Arzon Appointed By Mayor Reed to Public Safety Advisory Committee



"Forming this Public Safety Advisory Committee was a commitment I made to the community years," said City Council Member Gloria Martin-Roberts. "This advisory committee is invaluable to helping our community work as a solidified village in protecting the health, safety and welfare of our citizens."

Reed said the Public Safety Advisory Committee is broken down into five subcommittees which represent key issues that require attention. The committees include:

• Court Watch Program (A program designed to track the judicial processing of persons who have committed crimes in particular areas)

• Public Education (Includes how to respond to police during tense situations, with a focus on training youth and parents on their rights and the appropriate response when interacting with law enforcement)

• Recruitment Committee (Responsible for ensuring that our recruitment process fosters inclusiveness and allows for the hiring of a public safety workforce that represents our entire community)

• Citizen’s Police Academy (Responsible for oversight of a course designed to educate city residents to the inner workings of the Police Bureau and, in general, law enforcement)

• Chaplain Program (Designed to provide spiritual intervention for those citizens who are experiencing a catastrophic event)

Reed said the Committee will work directly with Michael Parker, the City’s new Community Policing Coordinator. Parker previously served in the same capacity and is fluent in both English and Spanish.

The Harrisburg Southern Gateway

The Harrisburg Southern Gateway project, located in Pennsylvania’s Capital City, in Dauphin County, Pennsylvania, entails the redevelopment of an area in South Harrisburg that has the potential to extend and double the size of the Downtown, creating: • 3.6-million square feet (SF) of new Class A office/research space, • 250,000 SF of new commercial space, • 500,000 SF of new housing, • 4,000 new parking spaces, • $1.5-billion of private investment, and • 6,500 professional jobs within the City, and potentially thousands more throughout the region. The Southern Gateway Project presents the possibility for a national model for sustainable urban redevelopment. The site occupies a 26 acre brownfield site at the southern tip of the landlocked downtown. Because of its location, which includes a proposed regional commuter rail station, two blocks from City Hall, four blocks from the Harrisburg Transportation Center, and in close proximity to the State Capitol, the Southern Gateway project has the potential to be the 20-year economic engine for the City of Harrisburg, the Greater Harrisburg Region, and all of Central Pennsylvania

New Harrisburg Police Chief Pierre Ritter was sworn in by Mayor Linda Thompson

On Wednesday. Wearing his dress blues, Harrisburg Police veteran Ritter took the oath of office during a ceremony at City Hall.



Thompson said Ritter, who has 29 years on the city’s police force, was promoted to police chief for his ability to protect and serve. Neighbors Helping Neighbors

Harrisburg Community, we are always willing to help out a neighbor when the time arises by working together to save lives and property. Meet with your neighbors to plan how the neighborhood could work together after a disaster until help arrives.

If you’re a member of a neighborhood organization, such as a home association or crime watch group, introduce disaster preparedness as a new activity. It would be beneficial for your neighborhood to invite the local authorities (Fire, Police, EMS, and Emergency Management) to your meetings. These agencies are trained for different types of incidents and can offer suggestions to your disaster plan.

Know your neighbors special skills (medical, technical) and consider how you could help neighbors who have special needs, such as any disabled and/or elderly persons. Make plans for childcare in case parents can’t get home.

How do I prepare my household for emergencies?


Keep 2 weeks of water available for emergencies. One gallon of water is recommended per person per day for drinking.
Stock up on approximately 2 weeks of food per person. This includes easy-to-prepare food and pre-packaged food items, and baby formula if applicable.
Keep a minimum of $200.00 cash in small bills on hand at all times.
Be sure to stock up on medication.
Be sure to have a copy of medical records available for each household member.
Stock up on approximately 2 weeks of pet food if applicable.

What types of household supplies should I stock up on in preparation for an emergency?
These items may become scarce during a pandemic.
